Implemented ISPS Code 
 
1. Resolution No. 90 of the Government of Lithuanian Republic, dated 28 January 2004, “Concerning the requirements of the implementation of ISPS Code”.
Terms and responsible authorities are indicated in this resolution. Klaipeda State Seaport Authority is commissioned to execute the functions of Recognized Security Organization (RSO), indicated in the Code.
 
2. Order No.3-56 of the Ministry of Transport and Communications of Lithuanian Republic dated 3 February 2004, “Concerning the requirements of the implementation of ISPS Code”.
This order approved the list of port facilities (18 terminals in total) where the Port Facility Security Plans to be prepared.
Klaipeda State Seaport Authority was commissioned to prepare the list of the Port Facility Security Officers in the facilities mentioned (terminals) and submit it to the Ministry of Transport and Communications.The list was submitted on 20 February 2004.
 
3. Order No.3-108 of the Ministry of Transport and Communications of Lithuanian Republic, dated 25 February 2004, “Concerning the Audit Team on Security Assessment in Klaipeda State Seaport facilities (terminals) and Butinges SPM“
The Audit Team has 9 members including the representatives from the Ministry of Transport and Communication, Klaipeda State Seaport Authority, the Customs Department, State Border Guard and Port Police.
 
4. In 12-03-2004 SE Klaipeda State Seaport Authority concluded the agreement with AON Risk Consultants concerning the purchasing of licensed software, with the help of which terminal security had been already under assessment and the security reports would be submitted on basis of which the Port Facility Security Plans (PFSP) would be prepared. On 28-04-2004 the PFSO started to be trained how to use this program.
 
5. During May terminals carried out risk assessment and the Ministry of Transport and Communications after coordinating with  relevant institutions (clause No. 2.3.3. of Resolution of the Government of Lithuanian Republic No. 90, dated 28 January , 2004) approved the PSFP. The Conformity Acts are issued.
 
6. Port equipment (terminals) are approved, security officers appointed and their contact information is available on IMO website https://www2.imo.org/ISPSCode/ISPSInformation.aspx.
