Intended use of Šventoji port is defined in article 4 of 2006-11-16 Law on Šventoji State Seaport № X-910:
1) to serve leisure, small and sport boats;
2) to serve fishing boats;
3) to serve small sea cruisers and ro-ro passenger vessels;
4) to serve vessels of state border guard service of the Republic of Lithuania, specialized rescue, oil spillage containment, fire-fighting and marine environment protection, navigation and fishery control vessels as well as vessels required for the operations of other state institutions;
5) to serve Būtingė Oil Terminal auxiliary technical fleet and emergency response facilities;
6) to perform primary fish processing, to develop commercial trade.
