Performed and planned works of Šventoji port restoration:
· Prepared mapping program
· Prepared Šventoji State Seaport EIA Program
· Prepared digital topographic survey of Šventoji State Seaport.
· On 27-05-2009 an agreement was signed with Klaipėda University regarding research of underwater and overland archaeological heritage objects. Price of the performed works was 364,000 LTL.
On 02-04-2010the above mentioned research wascompleted and approved by the Ministry of Culture.
· On 13-07-2009 agreement № 34-2009-425 was signed with private limited company “Geoprojektas & Co” re: performance of Šventoji State Seaport territory engineering-geological mapping works. Price of the performed works was 6 507 563.02 LTL.
The scope of the works performed from the beginning of the agreement to 31-08-2010 amounts to 3,6 million LTL. All main engineering-geological drilling bores (24 pcs.) in the port land were made, all probing tests of the structure, hydro-geological surveys were performed, more than 50 % of soil and water samples were taken and analysed in laboratories, and preparation of an interim report has been started. At present bores are drilled in Šventoji River and basin, and probing works are being carried out.
· On 05-05-2010 agreement № 34-2010-330 was signed with Lithuanian Energy Institute regarding an environmental impact assessment of Šventoji State Seaport restoration. Price of the performed works was 539,660 LTL. The work should be completed within 18 of signing of the agreement.
· The Port Authority requested Palanga municipality to issue detailed design conditions for Šventoji Seaport, which is expected to be prepared by March 2012.
· After preparing the detailed plan, technical design documentation will be prepared. The estimated duration of design works is 6 months; they will be completed by the end of the year 2012.
· Contractor of construction works will be selected in the first half of 2013.
Works in Stage I:
At the initiative of Director General of the Port Authority Eugenijus Gentvilas, it is aimed to start partially using the Šventoji port for commercial (fishery) and recreational (yachts and other leisure boats) activities during the preparatory works (engineering-geological mapping, EIA, etc.). Action plan for Stage I of Šventoji State Seaport development was approved by Order № V-264, dated 31-08-2010 of the Director General.
Stage I includes performing maintenance dredging works in the port waters (up to -3 m in the entrance channel, up to -2 m at the eastern quay and up to -3 m and -2.5 m at the western quay), in order to adapt the port quays to moor small leisure boats. The use of the land and waters of Šventoji port, the complex structures and installations located within the port area and designated for arrival and departure of vessels, were ready in summer 2011, thereby satisfying the current needs of fishery business and services related to leisure boats in Šventoji, that, in turn, would result in expected economic growth in the community.
Specialists of the Port Authority performed bathymetric surveys of Šventoji port entrance channel and inner port waters. The results of geochemical analysis of soil samples show that the soil is clean; a slight increase in limit values was observed in 2 of 32 samples only. The soil is suitable for the location of the future port. A modelling study of sea currents has been started in order to define potential spots of sediment accumulation; terms of reference for maintenance dredging works will be prepared. Procurement procedures for special surveys of hydro-engineering structures have been initiated in view of further registration of the property in the name of the Port Authority.
Preparing technical design documentation for adapting quays to moor small fishing boats was purchased together with contracting work. Both maintenance dredging works and adaption of quays were performed in spring, at favourable weather conditions.
On 13-10-2010 a meeting with officials of controlling institutions (the customs, border control, state food and veterinary service, public health centre) was held regarding the establishment of a border control post in Šventoji port. It was agreed that in stage I the Port Authority would reconstruct 2-3 houses operated by the right of trust, thus ensuring representatives of controlling institutions to perform required control procedures when the need arises, i.e. upon arrival of leisure boats from other countries. A job position of Šventoji port supervising operator will be established by the Port Authority. This officer will regularly notify the controlling institutions about arrivals and departures of vessels.
On 24-02-2011 the contract on the object of the simplified open tender "Maintenance dredging works of Šventoji State Seaport water territory for execution of engineering geological cartography works of Šventoji Port territory" was signed with JSC "BGS".
On 29-04-2011 the contract agreement with the winner of the simplified open procedure JSC „Sweco Lietuva“ on the part of the object „Preparation of Technical Documentation for Construction of Infrastructure and Capital Dredging of Šventoji State Seaport“ – Preparation of Detailed Plan of Šventoji State Seaport“ was signed.
The 11-06-2011 is the day of the first yacht racing competition throughout the history of Šventoji Marina.
