FURTHER ACTIONS TAKEN ON IMPLEMENTATION OF PREFEASIBILITY STUDY OF KLAIPĖDA STATE SEAPORT DEVELOPMENT
2003
Consideration of possibilities for Klaipėda deep-water seaport construction was provided by Resolution No. 1568, dated 9 of December 2003, of the Government of the Republic of Lithuania „Re: approval of action plan for implementation of the general plan of the territory of the Republic of Lithuania“.
2005
On 21 of January 2005 minutes of the meeting No. 5 „Re: concept of Klaipėda deep-sea (up to 17 metres) port development” were undersigned as a result of the meeting of the Strategic Planning Committee of the Government of the Republic of Lithuania chaired by the Prime Minister – Algirdas Brazauskas.
2006
Lithuanian Energy Institute upon the order of SE Klaipėda State Seaport prepared a document defining the scope for Strategic Environmental Impact Assessment (EIA) of Klaipėda deep-water seaport.
2007
By Ordinance No. 158, dated 8 of May 2007, of the Prime Minister of the Republic of Lithuania Gediminas Kirkilas, a working group „Re: analysis of potential investors into deep-water port construction and the model of its operation“ was formed assigning the group with a task to present conclusions and recommendations regarding potential investors into deep-water port and the model of its operation to the Government of the Republic of Lithuania by 15 of July 2007.
On 14 of May 2007 the meeting of the Government of the Republic of Lithuania was held and its minutes of the meeting No. 28 „Re: possibilities of deep-water port construction“ were undersigned stating the following decision “to approve a proposal providing that a working group formed by the Prime Minister would analyze disputable issues regarding deep-water port construction within 2 months, <…> and would also prepare recommendations regarding legal acts allowing Klaipėda city municipality to take more active part in the port management”.
On 26 of June 2007 by Ordinance No. 223 of the Prime Minister of the Republic of Lithuania Gediminas Kirkilas Ordinance No. 158 was acknowledged as ineffective and a new working group was formed assigning it with a task to present conclusions and recommendations regarding „possibilities of deep-water port construction, potential investors to the said construction, model of port operation, possibilities of Klaipėda city municipality to take more active part in the port management and development of Klaipėda railway transport hub” to the Government of the Republic of Lithuania by 30 of November 2007.
The first meeting of the working group formed pursuant to Ordinance No. 223 of the Prime Minister of the Republic of Lithuania Gediminas Kirkilas was held in Vilnius on 19 of September 2007.
At that meeting the working group was assigned with a task to present recommendations regarding the list of works to be performed, sources of financing, terms of work completion and persons in charge thereof to the Port Authority by 25 of September 2007. The Port Authority and Klaipėda city municipality were assigned to generalize those recommendations and to present them to the Government of the Republic of Lithuania by 12 of October 2007.
By Ordinance No. 473, dated 18 of December 2007, of the Prime Minister of the Republic of Lithuania Gediminas Kirkilas the completion date of the working group assignments was postponed from 30 of November 2007 to 1 of April 2008.
2008
The second meeting of the working group formed pursuant to Ordinance No. 223 of the Prime Minister of the Republic of Lithuania Gediminas Kirkilas was held on 22 January 2008 in Klaipėda.
On 18 of June 2008 the Government of the Republic of Lithuania adopted resolution No. 626 „Re: approval of action plan for preliminary works of Klaipėda deep-water port construction“.
By Order No. 3-299, dated 5 of August 2008 of the Minister of Transport and Communications a working group was formed to prepare a draft for new edition of the Law on Klaipėda State Seaport (including provisions on deep-water port).
On 13 of October 2008 SE Klaipėda State Seaport Authority undersigned an agreement with Coastal Research and Planning Institute of Klaipėda University regarding preparation of technical task (terms of reference) for the prefeasibility study of Klaipėda deep-water port construction (including recommendations on design solutions ).
The term assigned for preparation of the technical task - 2 months (by mid December 2008).
On 23 of December 2008 the technical task (terms of reference) for the prefeasibility study of Klaipėda deep-water port construction (including recommendations on design solutions) was presented at the meeting of Klaipėda State Seaport Council. Coastal Research and Planning Institute of Klaipėda University made adjustments to the technical task taking into regard opinion of the Council members.
2009
On 13 of May 2009 the Port Authority submitted the application for partial financing of feasibility study and environmental impact assessment of the Klaipeda port expansion, constructing the outer port from TENT –T (Transeuropean transport net) program.
On 19 of August 2009 an open tender regarding Klaipėda Outer (Avant) port construction feasibility study with terms of reference was announced.
On 7 December 2009 the European Commission together with TEN-T executive agency adopted a decision to assign partial financing for Outer port construction feasibility study and Environmental impact assessment. Estimated partial financing from the funds of TEN-T programme in the aforesaid programme will amount to 500 000 Euros.
2010
In January 2010 Klaipėda State Seaport Authority has updated technical task of Klaipėda Outer port construction feasibility study and Environmental impact assessment, prepared tender documentation and received approval from Transport Investment Directorate.
On 4 June 2010 open tender “Klaipėda port development by constructing Outer port feasibility study and Environmental impact assessment“ was announced. On 20 July, the envelopes of tender offers were opened.
On 17 September 2010, the winner of the aforementioned tender was announced and on 21 December 2010 the agreement was signed: feasibility study and environmental impact assessment of Klaipėda port development while constructing the Outer port will be implemented for the amount of 2 912 799,12 LTL, including VAT, by Inros Lackner AG, acting under joint activity agreement with UAB Ernst & Young Baltic ir SIA Estonian, Latvian & Lithuanian Environment ( more). Duration of the agreement – until 30 November, 2011.
Supervisory Committee of the project "Feasibility study and environmental impact assessment of Klaipėda port development including construction of outer port" was formed by Order № V-350, dated 18 November, 2010 of the Director General of the Port Authority.
2011
The consultancy company “Inros Lackner AG” (with its partners UAB Ernst & Young Baltic and SIA Estonian, Latvian & Lithuanian Environment) carried out the comprehensive Feasibility Analysis of the design solutions and the project alternatives in terms of socio-economic aspects.
Then, the consultancy company “Inros Lackner AG” (with its aforementioned partners) proposed 3 different port expansion alternatives for the construction of the outer port.
KlaipedaState Seaport Development Board (during its meeting held on the 14th of September, 20011) took the decision and approved the further assessment of the locations of the construction of the outer deep-seaport, according to which the priority of the construction in planned in the Butinge settlement.
Currently, the consultancy company “Inros Lackner AG” (with its aforementioned partners) carries out the Environmental Impact Assessment (EIA) of the outer deep-seaport to be constructed in Butinge settlement. The completion of the Environmental Impact Assessment (EIA) is scheduled for the end of February, 2012.
